Gobierno electrónicoMarzo 2005
El gobierno electrónico es la
prestación por vía electrónica de servicios tradicionalmente
ofrecidos por las administraciones local y nacional. Y es, en parte, similar
al comercio electrónico; por eso, las mismas funciones que realiza
una empresa en su ámbito corporativo, lasrealizan las bibliotecas en
la estrategia de gobierno electrónico.También es decisiva su
participación en la prestación de servicios electrónicos.

Resumen: Este trabajo se inserta dentro de la temática 'bureaucratic
software' y su objetivo principal es la construcción de un Modelo para el
Seguimiento de Procesos Burocráticos. Un modelo con tal funcionalidad exige
como tarea esencial la representación, simulación y análisis computacional de
procesos jurídicos y procesos burocráticos en general. El seguimiento de
procesos burocráticos - administrativos, jurídicos etc. también conocido como
‘seguimiento de casos o asuntos’, constituye un importante aspecto del gobierno
electrónico. La mayoría de los sistemas en uso que realizan esta función
utilizan la tecnología de las bases de datos relacionales; en cuanto a la
interfaz muchos de estos sistemas usan el servicio Web, pero tienen las
interfaces convencionales características de las aplicaciones basadas en bases
de datos.

Resumen: El presente trabajo analiza la informatización del diario o
periódico oficial de Brasil considerando la democratización y transparencia que
sigue en los últimos años. Fue desarrollado modernas tecnologías de
presentación gráfica, criptografía asimétrica, compactación de datos,
atribución de claves de acceso para que el uso de internet sea un vehículo de
transporte seguro de las informaciones oficiales. El plan director fue
realizado por la empresa Procergs, ubicada en el estado de Rio Grande do sul,
extremo sur de Brasil, la cual actuó en la implantación de todo el sistema
computacional de envío de materias de manera electrónica.

Resumen: The UK Government has set targets for its services to be
available online by 2005. It is hoped that electronic public services will
improve quality and efficiency of delivery, enhance public access to essential
services, and achieve cost economies. While attention initially focussed on the
Internet as the key platform for online public service delivery, digital
television may eventually become the platform of choice. Television's wider
penetration and familiarity gives it an edge over the Internet. A number of
pilot projects and initiatives have been instigated by Government to explore
the potential of digital television (DTV). This paper presents a review of
early evidence to emerge about DTV services and public opinion from DTV pilots.
While DTV can provide wider access than the Internet in terms of demographic
reach, its limited interactivity and the relearning that viewers will need to
undergo may limit its initial applications and adoption. Significant problems
remain with the usability of basic DTV services, resulting in certain sectors
of society being excluded. This exclusion is more pronounced when considering
the most complex applications of DTV, such as interactive services. Widespread
acceptance of the digital switchover will require a shift in mindset of the
television audience as a different paradigm of television use comes to the

Resumen: E-Government is essentially about improving service delivery in
central and local government. Our customers expect a level of service and
access to services, which is effective, efficient and convenient. They want to
be able to make contact with government at a time and in a way which fits in
with their lives. In order to deliver excellent public services in
customer-focused ways we have to use the available technology to its very best
advantage. We are not just talking about the Web when we talk about e-government
but of course the Web is a very convenient and accessible means of
communication. The latest figures on Web access from the Office for National
Statistics show that 52% of the population have Web access from home compared
to 9% for the same period in 1998. For those for whom the Web is not a viable

Resumen: Electronic government (e-government) is the provision of
government information and services through the Internet to citizens and
businesses and among government agencies. This electronic manifestation of
government offers new levels of access to government information and services. However,
if e-government usage is limited in certain segments of society, it is not
achieving its egalitarian potential. Understanding reasons why people do not
use e-government will facilitate the development of a more inclusive
e-government that better fulfills its potential to deliver information to all
citizens and increase participation in the democratic process. Two phenomena of
information behavior, information poverty and normative behavior, may help
explain why certain groups do not use e-government information. This article
offers suggestions on how these concepts of information behavior can contribute

Resumen: The extent of Internet access is a key indicator of the Maori
people's ability to use information technologies for social, e-commerce and
e-government communication. The key findings from national surveys of Internet
use during 2000 and 2001, together with census data, provide an indication of
Internet access amongst Maori. The results show there is a substantial 'digital
divide' between Maori and other New Zealanders, in terms of access to the
Internet and employment in information technology industries. This 'divide' is
likely to be due to the lower household incomes and educational outcomes of
Maori adults. While Maori currently do not have the same level of access to information
technology as non-Maori, the growth in their participation has nonetheless been

Resumen: Para alcanzar la revolución tecnológica en nuestro país es
menester cubrir necesidades básicas como las telecomunicaciones, los contenidos
en nuestras lenguas y un cambio en la administración que desarrolle el e-government.
La administración debe revalorizarse de cara a la sociedad apostando por el
cambio de cultura, formación de los administradores, sistematización de la
tramitación administrativa e integración de sus bases de datos en un
repositorio único. Debe aprovechar también la biblioteca pública como portal de
acceso a la administración en línea, ya que es un equipamiento básico de
cultura ya existente en el municipio y una alternativa sostenible para
desarrollarla que da acceso a la información facilitando al ciudadano el
conocimiento. La biblioteca está preparada para desempeñar un papel profesional
y debe ocuparse también de gestionar la formación de las TI para que cualquier
ciudadano pueda desenvolverse fácilmente en un entorno electrónico evitando la fractura

Resumen: Diferentes administraciones públicas han establecido
estratégias tendentes a mejorar la accesibilidad de los ciudadanos a la
información del sector público proporcionando servicios de gobierno
electrónico. En ese contexto se realiza un análisis de los sitios web de las
Comunidades Autónomas Españolas tanto en sus aspectos formales como de
contenido. Se comparan los resultados con los de un estudio realizado
anteriormente, profundizando tres ámbitos: acceso al Diario Oficial; informadón
sobre convocatorias públicas y oferta de empleo. El trabajo revela un cierto
dinamismo en los sitios -más acentuado en sus aspectos formales-pero también un
planteamiento de la administración como productora y no como prestadora de
servicios que deben elaborarse con eriterios documentales que proporcionen
valor añadido a los sitios. El todavía excesivo peso de concepciones basadas en
el organigrama y en modelos bien centralizados, bien descentralizados permiten
proponer una necesaria remodelación conceptual y de gestión de los sitios (si

Resumen: The Defense Information Technology Testbed (DITT), a program
sponsored by the Office of the Assistant Secretary of Defense, Command,
Control, Communications and Intelligence (OASD, C3I) and hosted by the U. S.
Army’s, Center for Army Lessons Learned (CALL) has produced another beneficial
product and process for any service or agency throughout the Department of
Defense. The Center for Army Lessons Learned Request for Information (CALL RFI)
Pilot System originated as a DITT prototype for automating the Freedom of
Information Act (FOIA) business process. With the mandate 1 and interest in
e-business and e-government, the DITT saw an opportunity to incorporate and
consolidate several existing methods, best practices, and initiatives by
